Bahrain retains Tier 1 status in US trafficking report

Bahrain has retained its Tier 1 status in the U.S. State Department’s annual trafficking in persons report for the ninth year, reflecting the nation’s ongoing development of comprehensive anti-trafficking frameworks aligned with international standards.

Ninth Year at Tier 1

The ranking evaluates the anti-trafficking efforts and operations of 188 countries. Nibras Mohammed Talib, Chief Executive of the Labour Market Regulatory Authority and Chairman of the National Committee for Combating Trafficking in Persons, confirmed the designation.

Talib attributed the consistent Tier 1 ranking to the leadership of Bahrain’s King Hamad bin Isa Al Khalifa and the continuous directives of Crown Prince and Prime Minister Salman bin Hamad Al Khalifa. These leadership directives have shaped continuous legislative, policy, and programmatic developments that strengthen the country’s standing regionally.

Progressive Regulatory Frameworks

The sustained ranking rests on progressive regulatory frameworks, institutional mechanisms for prevention, protection, and remedy, and effective national and international partnerships. These measures enable Bahrain to adapt its national responses to evolving global trafficking challenges, particularly those linked to source countries for transnational crime.

Recent years have seen the kingdom build a comprehensive framework aimed at improving the working environment and protecting labor rights. This structure relies on continuous reviews of laws, regulations, and procedures to match shifts in the labor market.

Expat Protection Center and Referral Mechanism

Protection efforts center around the Expat Protection Center, which provides shelter, legal counseling, advice, and defense to victims and potential victims. Additionally, the National Referral Mechanism coordinates national efforts from the moment authorities receive a tip regarding a crime, ensuring victims receive aid and protection that facilitates either reintegration into society or voluntary repatriation.

Proactive Monitoring and Wage Protection

Bahrain’s labor market framework includes proactive monitoring systems to uncover workplace exploitation alongside wage protection measures. These regulations ensure workers receive compensation accurately through approved financial and banking institutions.

Talib also acknowledged the role of the Ministry of Interior, operating under the supervision of Minister of Interior General Sheikh Rashid bin Abdullah Al Khalifa, in supporting national efforts, regulating the labor market, conducting inspection campaigns, and strengthening inter-agency coordination.
