Discovery Elementary Encircled by Eleven Data Centers and Diesel Generators

Six hundred forty students attend Discovery Elementary School in Ashburn, Virginia, where eleven data centers operate in the surrounding neighborhood. The school sits inside Loudoun County, a region containing more than two hundred thirty data centers operated by companies including Amazon, Microsoft, and Google.

Two Hundred Sixty-Four Diesel Generators Operating Near Classrooms

NBC News reported that approximately two hundred sixty-four diesel generators are installed around the school to provide backup power during outages and scheduled tests. Stephen Fong, an environmental researcher at Virginia Commonwealth University, stated that a single generator running at full power emits pollution exceeding that of more than one hundred semi-trucks.

“Ils produisent assez de pollution pour soulever des questions sur les effets possibles sur la santé des élèves,” explains the expert.

Stephen Fong said, adding that continuous monitoring would be useful. No continuous air quality monitoring currently operates around Discovery Elementary. Companies operating the generators told NBC News that the equipment runs rarely, primarily during planned tests or power failures. Parent Coco Lyons stated that her daughter occasionally leaves school asking if a building is burning due to the smell of exhaust gases. Families also report deafening noise levels from the heavy industrial equipment.

Loudoun County Zoning History and Revenue Dependence

Loudoun County classified data centers as simple office spaces in many zones beginning in 2000, which allowed projects to multiply with minimal oversight. The county did not modify this rule until 2025 to require special authorization for new developments. At the same time, data centers generated thirty-nine percent of the total county budget by 2026. This tax revenue funded the construction of twenty-two schools over fifteen years, alongside new roads, parks, and public facilities.

Federal Legislation Proposed to Separate Schools and Servers

Suhas Subramanyam, who represents that part of Virginia in Congress, visited Discovery Elementary to present four federal bills concerning data centers. One proposal introduces national rules to keep new data centers away from schools, residential areas, and historical sites. Local officials continue to balance the economic benefits of the server industry against the daily environmental impact on nearby neighborhoods.
