European nations including France will take part in upcoming peace negotiations between Ukraine and Russia, scheduled for November 10 and 11 in Abu Dhabi under United States mediation, Seznam Zprávy reported on Sunday.
French Foreign Minister Jean-Noël Barrot announced the European participation in an interview with RTL. He stated that while previous talks sometimes occurred without Europeans present, this round will include them to ensure the European voice is heard. Barrot added that Europeans have made clear to American intermediaries that any discussion about the continent’s future cannot omit their expectations and demands.
The trilateral talks in the capital of the United Arab Emirates bring together delegations from the United States, Ukraine, and Russia. Washington’s negotiating team will be led by presidential envoy Steve Witkoff and Jared Kushner, according to Novinky. US representatives want to push for a major breakthrough before winter.
Moscow is dispatching a high-level delegation to the emirates. According to reporting from Echo24 citing Bloomberg, the Russian team includes presidential adviser Vladimir Medinskij, Deputy Foreign Ministers Sergei Ryabkov and Mikhail Galuzin, GRU military intelligence chief Igor Kostukov, and senior General Staff officer Yuri Zhigarlovsky.

German Defence Minister Boris Pistorius expressed caution regarding the talks in interviews with the Funke media group, noting that any ceasefire depends primarily on Russian President Vladimir Putin and US President Donald Trump. Pistorius added that recent months offer little hope that the American approach will quickly yield a truce or peace, as reported by Novinky.
Pistorius also stated that Germany can no longer provide Patriot missiles because what is provided cannot currently be replaced, and warned that if Europe is not invited, the question arises of who will guarantee Ukraine’s security, emphasizing that no one can expect Europe to do it alone.
Italian Prime Minister Giorgia Meloni recently criticized the disorderly approach of European nations regarding Ukraine negotiations in a letter, urging the European Union to designate a clear representative. Meanwhile, European Union foreign policy chief Kaja Kallas emphasized that Europe must be involved in any conflict settlement, Seznam Zprávy noted.

Ukrainian President Volodymyr Zelenskyy reported via Telegram that Russia is launching ballistic missiles at critical infrastructure ahead of the talks. Zelenskyy wrote, “If Russia is trying to plunge Kyiv, a city with several million inhabitants, and the whole country into a blackout, Ukraine must not remain alone in this.” He added that Ukraine relies on the US Congress to pay increased attention to the country.
Disagreements persist over territorial terms and security models. While Moscow demands the surrender of the entire Donbas region, Kyiv proposes halting combat along current frontlines, according to Novinky.
Concurrently, Jared Kushner has pointed to post-conflict security frameworks and multilateral consultations modeled after the post-Cold War NATO-Russia Council, as detailed by Echo24. Ukraine’s negotiating team is seeking ways to expand the discussion scope from narrow territorial demands to a broader security system for Ukraine and Europe.
Europe will take part in talks on Ukraine scheduled for next week in Abu Dhabi, according to French Foreign Minister Jean-Noël Barrot.
