Hendrikje Klein Installed as New President of Berlin Parliament

Berlin’s political landscape shifted into a new gear today as the city’s Abgeordnetenhaus—the House of Representatives—convened for its first session following the September 20 election. Six weeks of post-election maneuvering culminated in the formal installation of Hendrikje Klein as the new President of the Parliament. The 46-year-old politician secured 98 votes from the 149 members present, marking a significant milestone as she becomes the third woman to hold the office and the first from her party to preside over the chamber.

A New Parliamentary Leadership

The transition of power comes at a time of internal reorganization for the Berlin legislature. The new Abgeordnetenhaus consists of 153 members, a reduction of six seats from the previous term. Hendrikje Klein, a qualified public administrator who has served in the parliament since 2016 and functioned as the parliamentary manager for Die Linke since 2024, now assumes the responsibility of presiding over the chamber, managing the Council of Elders, and overseeing the institution’s house rules. Her election, supported by a mix of votes beyond the prospective red-green-red coalition, signals a desire for a more deliberative legislative atmosphere. Klein has explicitly stated her intention to increase the space for parliamentary debate while maintaining a strict standard for civil discourse, including a commitment to sanction unparliamentary behavior more rigorously.

The Standoff Over Vice-Presidency

While the presidency was settled, the selection of vice-presidents hit a procedural wall. According to parliamentary rules, the second- and third-largest factions—the CDU and the AfD—are entitled to nominate candidates for the two vice-presidential seats. The CDU’s nominee, Cornelia Seibeld, who served as Parliament President during the 2023–2026 term, was confirmed with 109 votes. However, the AfD’s candidate, Martin Trefzer, failed to secure a majority. With only 40 votes in his favor, Trefzer was rejected by the plenum, leaving one of the two vice-presidential positions vacant for the time being.

A Call for Religious and Social Tolerance

The session was opened by the 78-year-old Kurt Wansner, acting as the chamber’s Alterspräsident. His opening address focused on the urgent need for social cohesion within the capital. Wansner emphasized that every Berliner must be free to practice their faith, yet he struck a somber tone regarding the safety of the city’s Jewish community. “It must shake us all to our core when Jewish fellow citizens say they no longer feel safe in the capital of Germany,” Wansner stated, framing the protection of Jewish life as a fundamental task for the new legislature.

The Road to a New Administration

The legislative session marks the beginning of a five-year term that remains defined by the ongoing quest for a governing majority. Die Linke, having emerged as the strongest faction with 45 seats—though currently operating with 44 due to a temporary medical absence—is actively pursuing a coalition with the Greens and the SPD. Should these negotiations succeed, the current parliamentary group leader, Elif Eralp, is positioned to become Berlin’s first Governing Mayor from Die Linke. As the city watches, the focus now turns to whether this fragmented chamber can bridge its ideological divides to form a stable government. The path forward remains unclear, with coalition talks still the primary hurdle before the new administration can finalize its agenda for the capital.

With the new leadership in place, the question remains: Can this diverse house find the common ground necessary to address Berlin’s pressing urban challenges, or will the friction seen during the vice-presidential vote characterize the next five years?
