The Hong Kong government stated that in order to fulfill the constitutional responsibility of the SAR government to safeguard national security and effectively prevent, stop and punish acts and activities that endanger national security, after careful consideration, it has decided to apply to the court for an injunction against the following acts of any person:
(1) Subject to (i) or (ii) below, broadcast, perform, Publish, publish, sell, offer for sale, distribute, disseminate, display or reproduce the song, whether its tune or lyrics or lyrics (including arrangements of songs whose tune, lyrics and/or lyrics are substantially related to song similarities), especially for the separation of Hong Kong from the People’s Republic of China:

(ii) with seditious intent as defined in section 9 of the Crimes Ordinance;
(2) broadcast, perform, print, publish, sell, offer for sale, distribute, disseminate, Displaying or reproducing the song, whether in its tune or its lyrics or lyrics (including an arrangement of the song whose tune, lyrics and/or lyrics are substantially similar to the song in question), with the intent to insult the national anthem is contrary to the National Anthem Ordinance section 7, ordering it:
(i) is likely to be misinterpreted as the national anthem of the Hong Kong Special Administrative Region; or
(ii) reminiscent of the Hong Kong Special Administrative Region as an independent country with its own national anthem; or
(3) Aiding, causing, procuring, inciting, aiding and abetting others to commit or participate in any of the acts listed in paragraphs (1) or (2) above; or
(4) Knowingly authorizing, permitting or allowing others to commit or participate in any of the acts listed in paragraphs (1) or (2) above.
