In Strasbourg, Jean Castex inaugurates the INSP and buries the ENA

It is as a regular of the place that Jean Castex came to Strasbourg, Friday January 28, to inaugurate the National Institute of Public Service (INSP). Because, from 2001 to 2005, the Prime Minister taught public finance at the National School of Administration (ENA), the establishment which until now trained senior civil servants.

But Mr. Castex, enarque himself, was not nostalgic. Far from it. In his speech, he bluntly recalled what justifies in his view the reform of the senior civil service that the President of the Republic initiated in 2019, and of which the creation of the INSP is a symbolic step. Thus, he said, the framework of the State from the ENA “remains insufficiently representative of the French nation” : “Twenty percent of the most privileged social classes provide 70% of the executives” public.

He also castigated the direct access to large bodies (Council of State, General Inspectorate of Finance, Court of Auditors) at the exit of the ENA, which the reform abolished. Students leaving the INSP will begin with the field. “Out of 90 exit posts, 37 were in inspection and control bodies”, lamented the Prime Minister, wondering if he is “It’s wise to go to trial at the age of 25 before you hold your own”.

“It ruffles a bit”

The head of government denounced the fact that 88% of non-executive state agents are in the territories, when 90% of executives work in Paris. He spoke of“a maquis of situations that prevents fluidity”, lamented “absurdity” of the compensation scheme, castigated “an unequal system” and “preserves”, noting that with the reform, “It’s a little squeamish”.

Mr. Castex mentioned his personal case. Leaving the ENA at the Court of Auditors, he gave up the prestige of this assignment to work in social affairs. “We said ‘the poor guy, he’s lost for the cause’…”, he said, then, rallying the laughers: “Fortunately, I’ve had a makeover since then. » He also explained that he could not become secretary general of regional affairs in a prefecture because he had not “not the required seniority” and did not come from the Ministry of the Interior. “It borders on the absurd “, dropped the Prime Minister announcing “a vast decompartmentalization project”.

In passing, he specified that the harmonization of salaries from the top which will benefit the senior civil servants who will integrate the new body of State administrators will begin in February. For national education executives, this will represent an annual increase of 5,513 euros, and for those of social affairs, 3,240 euros.
