Lapu-Lapu City has declared its entire territorial jurisdiction a strict no-fly zone from October 26 to 30, 2026, banning drones, kites, balloons, and laser lights to secure the 20th ASEAN Defence Ministers’ Meeting and the 13th ADMM-Plus, Cebu Daily News reported.
The restrictions sweep across Mactan Island just as the city prepares to welcome roughly 500 delegates and guests for high-level regional security talks. Main ministerial sessions are scheduled for October 28 and 29 at the Mactan Expo Center, bringing together defense leaders to address complex geopolitical issues in Southeast Asia and beyond.
Ground Security and Airspace Enforcement
To enforce the airspace restrictions, the Lapu-Lapu City Police Office is utilizing specialized technology capable of neutralizing and immediately confiscating unauthorized flying objects, according to public advisories cited by The Freeman. Operating an unauthorized flying object in the restricted airspace carries a fine of ₱5,000 alongside the seizure of equipment.
The city’s municipal ordinance also targets everyday recreational items. Kite-flying is prohibited citywide regardless of purpose, with parents or legal guardians facing a ₱3,000 fine if minors under their care violate the rule. Standard exemptions allowing recreational drones weighing under seven kilograms no longer apply inside the designated restricted airspace.
Beyond aerial devices, the ordinance regulates laser lights, pointers, displays, and searchlights. On the ground, security forces have raised readiness levels significantly to protect the international delegation.
Personnel Deployment Across Agencies
The Philippine National Police has deployed 3,670 security and medical personnel to safeguard the summit, a joint operational effort detailed by CebuDavao. This multi-agency contingent includes national defense, disaster management, and health authorities working in tandem through November 1 to ensure delegates depart safely.
| Responding Agency | Personnel Deployed |
|---|---|
| Philippine National Police (PNP) | 2,312 |
| Bureau of Fire Protection (BFP) | 478 |
| Philippine Navy | 341 |

| Philippine Coast Guard (PCG) | 60 |

This massive security umbrella involves coordination with regional offices of the Armed Forces of the Philippines, the National Intelligence Coordinating Agency, and local government units including the City Traffic Management System.
Regional Defense Agenda and Dialogue Partners
Defense Secretary Gilberto Teodoro Jr. previously outlined that the ADMM and ADMM-Plus gatherings will tackle pressing regional security issues, including maritime law, critical underwater infrastructure, and developments in the South China Sea and the West Philippine Sea.
While the Association of Southeast Asian Nations forms the core of the talks, the ADMM-Plus format expands the table to eight vital dialogue partners: Australia, China, India, Japan, New Zealand, Russia, South Korea, and the United States. Observers and participants will use the Mactan summit to address security concerns, keeping regional stability at the forefront of international diplomacy through the end of October.
