Carroll County Double Homicide Investigation Unfolds as Braymer Man Faces Murder Charges
The Missouri State Highway Patrol is investigating a second double homicide in rural Carroll County this month, following the arrest of a 37-year-old Braymer man on two counts of first-degree murder.
A Fatal Thursday Evening on Route D
According to the Missouri State Highway Patrol, Kegan K. Kelly of Braymer, Missouri, was taken into custody following a shooting reported on Thursday. Carroll County 911 received an emergency call at approximately 6 p.m. regarding a possible shooting in the 1100 block of Route D. Troopers arrived on the scene by 6:24 p.m. and discovered two adult victims dead inside a residence.
Authorities subsequently identified the victims as Jason H. Kelly, 43, and Steven E. Stoll, 36, both residents of Braymer. According to a probable cause document filed in the case, investigators believe Kegan Kelly shot and killed both men. State police confirmed that the suspect, Kegan Kelly, and victim Jason Kelly were brothers. Kegan Kelly is currently being held at the Carroll County Jail without bond.

The Missouri State Highway Patrol’s Division of Drug and Crime Control spearheaded the investigation, submitting probable cause findings directly to the Carroll County Prosecuting Attorney’s Office. Local authorities were already managing a separate homicide investigation that began earlier in the week. In that distinct case, the Carroll County Sheriff’s Office requested assistance from the Missouri Rural Major Case Squad after a double homicide occurred at a home near the intersection of Route MM and County Road 250.
The suspect in that separate Sunday incident, identified as 48-year-old Ryan A. Munson of Carrollton, Missouri, fled the state and triggered a multi-state manhunt. Munson was wanted on two counts of first-degree murder for the deaths of Donald W. Horine, 49, and Bobbie M. Munson, 46. The manhunt concluded on Wednesday when Munson was found dead in Decatur, Illinois, from a self-inflicted gunshot wound.
