Relations between Ottawa and Washington have deteriorated sharply since President Donald Trump returned to the White House in early 2025. Persistent disagreements over trade policy led to sweeping tariffs on tens of billions of dollars in cross-border commerce.
Faced with these economic headwinds, Carney is pursuing alternative alliances across the Atlantic. Unnamed officials from both the EU and Canada confirmed these exploratory discussions to The Wall Street Journal.
Neither the Canadian embassy in Brussels nor spokespeople at the European Commission responded to separate requests for comment regarding the proposal.
Redrawing Supply Chains and Infrastructure Connections
Under the proposals discussed by Canadian and European officials, the two jurisdictions are exploring ways to let goods, services, and workers involved in strategic supply chains move freely. These sectors include energy, artificial intelligence, defense, and critical minerals, effectively aiming to shift the EU border closer to North America.
Beyond trade in goods and services, bilateral talks encompass ambitious physical and digital infrastructure projects. Discussions involve laying underwater cables, jointly constructing data centers, cloud storage, and new satellite networks. Plans also feature infrastructure to ship Canadian energy directly to the EU market.
Carney has spoken regularly with several European leaders about these integration efforts. Most notably, he has engaged with French President Emmanuel Macron regarding the possibility of permitting Canadians to live and work visa-free within the EU.
Navigating Ratification Hurdles and Diplomatic Realities
Fierce opposition has historically plagued transatlantic agreements.
More than a decade after the deal was struck—and nine years since it provisionally entered into force—several EU member states still have not fully ratified the pact.
Carney and Macron are scheduled to meet later this month to continue these high-stakes discussions. Meanwhile, press offices for the French presidency have not yet responded to requests for comment on the upcoming talks.
