“A long-term territorial transformation strategy will be structured that, in addition to providing solutions to the territory’s needs, creates the conditions for economic diversification and strengthening the productive apparatus. It seeks to strengthen sectors such as agriculture, tourism, international trade and the production of clean energy, within the framework of a fair energy transition,” explained Grupo Aval in a statement.

Laura Sarabia, director of Social Prosperity, and Luis Carlos Sarmiento Gutiérrez, president of Grupo Aval, will sign the agreement this Wednesday to work together, with the collaboration of Grupo Prisa, on an investment plan to address the unmet basic needs of these towns.

The ‘La Guajira Mission’ will be presented in the Kaikashi community of the Wayuu indigenous people, in Manaure.

Sarmiento Gutiérrez explained that this is a long-term project and that they came to work “on the construction of concrete and tangible solutions to satisfy the unmet basic needs of this region.”

“We want to show the country that group work, between the public and the private, is not only possible, but that when there is proper coordination we can contribute significantly to the conscious and sustainable progress of the country,” he said.

Sarmiento Gutiérrez, in an interview with W Radio, added that there are technical and human factors to put a magnifying glass on this department, especially in those two municipalities where a good part of the population is housed.

In fact, he said that the shock plan is already being advanced for the benefit of the first communities and a validation phase is being carried out to establish the amount of resources that will be needed in the long term.

“The conclusion is only one: it is the moment for La Guajira, we have to be present,” said the president of Aval.

Sarmiento Gutiérrez said in the W that in the recent meeting of businessmen with President Gustavo Petro, which was held in Cartagena, the issue of La Guajira was discussed and it was stated that “alliances can be made between the Government and private companies.”

Laura Sarabia, director of the DPS

Sarabia pointed out that with this alliance “we want to work together so that the development of orchards, irrigation systems and solar panels become a reality in this territory. I invite you to join in that magic of making what seems impossible possible. To write a new history so that the cultural and ancestral wealth of La Guajira extends in all its splendor.”

The director of Social Prosperity, also in an interview with W, said that the project will try to establish a comprehensive route for the communities in the long term and that respects the worldview of the communities. “Today we have the signing of the memorandum of understanding. The president has asked us that he has to go with a schedule and execution,” she said.

“The way to combat malnutrition in La Guajira is to provide food security solutions and this transformation we are making is not for the short term or two months, it is to generate productivity,” Sarabia said.

This will be the crash plan

The La Guajira Mission will take into account investigations already carried out and will launch others in the coming months to define the destination of the investments.

In energy, for example, “support for the development of energy communities and the implementation of individual solutions to solar energy, or a large-scale solar farm” is planned, and in the processes to provide drinking water, solutions have been projected such as “plants desalination plants; construction and improvement of wells and jagüeyes.”

The project, with the objective of having results in the short term, will begin in the coming months with the deployment of the shock plan, in which there will be direct intervention in more than 70 communities where more than 3,500 families live. There, once agreed with the inhabitants, actions will be developed on fronts such as food security, energy and water supply solutions, and productive and social intervention projects.

In addition, there will be the support of W Radio and the Prisa group, where Colombians will be invited to participate, voluntarily, with their generosity to support these populations through the project.
