Qatar Emir and Iran President Meet in Moscow to Discuss Regional Ties

Qatari Emir Sheikh Tamim bin Hamad Al Thani and Iranian President Masoud Pezeshkian met in Moscow on October 27, 2026, to discuss regional tensions, ongoing mediation efforts, and bilateral energy cooperation on the sidelines of the Gas Exporting Countries Forum summit.

Moscow Energy Summit Backdrop for High-Level Talks

The high-level gathering in the Russian capital coincided with the eighth summit of the Gas Exporting Countries Forum, bringing together major natural gas producers including Iran, Russia, Qatar, and Algeria. Iranian state television reported that the two leaders reviewed the current state of relations between Tehran and Doha, emphasizing the importance of political and economic ties.

Ahead of the eighth summit of heads of state and government of the Gas Exporting Countries Forum, the meeting took place at the emir’s residence in the Russian capital, according to Qatar’s Amiri Diwan. Tehran’s delegation included Foreign Minister Abbas Araghchi alongside presidential chief of staff Mohsen Haji-Mirzaei and other high-ranking officials.

While state media reports highlighted energy sector expansion and regional trade, the talks also intersected with intensive diplomatic efforts involving neighboring countries. A Qatari delegation recently visited Tehran to review regional developments, foremost among them negotiations, the Strait of Hormuz, and energy supplies.

Pezeshkian Condemns Sanctions and Maritime Blockades

Addressing the forum plenary, President Pezeshkian warned that geopolitical tensions and unilateral measures pose serious risks to international supply chains. He put Iran’s annual natural gas production capacity at 280 billion cubic meters, noting that domestic gas networks cover approximately 95 percent of the population while natural gas accounts for roughly 70 percent of the national energy mix. In addition, Pezeshkian later stated that by relying on domestic capabilities, the country had increased its natural gas production capacity to 300 billion cubic meters while retaining its position as the world’s third-largest natural gas producer.

Pezeshkian described Washington’s unilateral sanctions against Iran, along with what he called a naval and air blockade and pressure on other nations to comply, as illegal actions, calling on global suppliers to counter such measures. He also noted that the forum held its first ministerial meeting in Tehran in 2001, and that member states collectively account for approximately 70 percent of global natural gas reserves.

US military interventions in various regions, including the Persian Gulf, and unilateral economic sanctions not only target the legitimate rights and interests of the Iranian nation but also negatively impact the climate of trust, investment security, and the predictability of global energy markets.

Acting Oil Hamid Bovard further proposed an ambitious roadmap for the forum to increase the share of natural gas in the global energy mix to 30 percent. Forum projections indicate worldwide demand could surge by 31 percent to over 5,400 billion cubic meters by 2055, raising natural gas’s share in the global energy basket from 23 to 26 percent. Bovard also criticized mechanisms like the European Union’s Carbon Border Adjustment Mechanism, arguing it threatens to impose unfair restrictions on energy trade and investment.

Mediation Channels and Maritime Security Concerns

Qatar has maintained an active role in diplomatic channels aimed at preventing renewed hostilities. Qatari foreign ministry officials stressed that communication channels with conflict parties have continued without interruption, and noted that Doha had heard positive statements from Iran regarding regional security while stressing the need for practical measures demonstrating goodwill.

Iranian state media reported that Iranian officials paid special tribute to the late Leader of the Islamic Revolution, Ayatollah Seyyed Ali Khamenei, during remarks on regional security and energy.

Those diplomatic pushes run parallel to persistent security friction across vital maritime corridors. Tensions around the Strait of Hormuz remain acute as Major General Ali Abdollahi, Iran’s Armed Forces Chief of Staff, insisted the passage is under IRGC naval control, while international shipping monitors track separate vessel incidents in the wider Gulf region. Specifically, the UK Maritime Trade Operations agency reported a vessel catching fire in waters 63 nautical miles southeast of Al-Faw off Iraq, leaving the crew status, environmental impact, and cause unknown.

Further diplomatic engagements surrounded the summit as Iranian Foreign Minister Abbas Araghchi noted that ongoing talks follow up on discussions held during Sergey Lavrov’s October 19 visit to Tehran. President Pezeshkian was also scheduled to hold a bilateral meeting with Russian President Vladimir Putin to discuss trade, transport connectivity, and regional geopolitical dynamics.
