The Sixth Plenary Session of the Twelfth Guangzhou Municipal Committee of the Communist Party of China was held on July 23, 2023. The plenary session is chaired by the Standing Committee of the Municipal Party Committee. The plenary session adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the spirit of the important speeches and instructions of General Secretary Xi Jinping’s inspection of Guangdong, conscientiously implemented the spirit of the Third Plenary Session of the 13th Provincial Party Committee and the specific deployment of “1310”, implemented the work requirements of the Standing Committee of the Provincial Party Committee during its research in Guangzhou and the spirit of the Standing Committee of the Provincial Party Committee, and further deepened the ideas and measures for the modernization of Guangzhou in the new era and new journey. The plenary meeting heard the report made by Comrade Guo Yonghang on behalf of the Standing Committee of the Municipal Party Committee, reviewed and approved the “Decision of the Guangzhou Municipal Party Committee of the Communist Party of China on In-depth Study and Implementation of the Important Instructions of General Secretary Xi Jinping’s Important Speech and Continue to Play a Leader and Locomotive Role in High-quality Development and Striving to be at the forefront in the promotion of Chinese-style modernization”, “Guangzhou City’s Implementation Opinions on Accelerating the Transformation of Megacity Development Mode” and “Decisions on Actively and Steadily Promoting the Transformation of Urban Villages to Promote High-quality Development”.
The plenary session pointed out that at the critical moment of starting the comprehensive construction of a socialist modern country, General Secretary Xi Jinping visited Guangdong and Guangzhou for inspection and guidance, and asked Guangdong to anchor the goals of building a strong country and national rejuvenation, focusing on the primary task of high-quality development and building a new development pattern. As a vanguard, we hope that Guangzhou will actively promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and continue to play a leading and locomotive role in high-quality development, pointing out the direction and injecting strong impetus into our new journey and the modernization of Guangzhou. The whole city must thoroughly study and implement the spirit of General Secretary Xi Jinping’s inspection of Guangdong’s important speeches and important instructions, adhere to the “two establishments” and achieve “two maintenances”, deeply understand the new missions assigned to Guangdong and Guangzhou by General Secretary Xi Jinping and the Party Central Committee, anchor the high pursuit of “vanguard, leader, and locomotive”, and go all out to promote the “second entrepreneurship” with the vigor and enthusiasm of starting again.
The plenary session emphasized that the three major driving forces of reform, opening up, and innovation are not only the profound genes that have lasted for thousands of years in Guangzhou, but also the key advantages that must be firmly grasped in the new era and new journey. We must seek motivation and vitality from reform, constantly emancipate our minds, dare to venture and try, aim at problems, do good things, and comprehensively optimize the system and mechanism of high-quality development. We need power and vitality from opening up, and comprehensively expand the space and depth of high-quality development with a more open vision, a more open concept, and a more open pattern. We need power and vitality from innovation, highlighting strategic technological innovation, systematic innovation ecology, and creative implementation of work, so as to comprehensively stimulate the potential and stamina of high-quality development.
The plenary session emphasized that it is necessary to adhere to high-quality development as the traction, strive to promote the 12 fields to be at the forefront, to be a good example, and to write a new chapter in Guangzhou’s modernization while realizing the new vitality of the old city. Deeply promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area in the new stage, promote the development and opening up of Nansha with high quality, comprehensively deepen reforms at a higher starting point, and expand high-level opening up. Adhere to the industry first, establish the manufacturing industry, build a world-class advanced manufacturing cluster and a modern service economic center with global influence, and strive to build a modern industrial system supported by the real economy. Accelerate the promotion of high-level scientific and technological self-reliance and self-reliance, build a strong city of technological innovation with international competitiveness, a demonstration city for education reform and development in the Guangdong-Hong Kong-Macao Greater Bay Area, and a high-level talent highland “main engine”, forming a multiplier effect of promoting high-quality development. In-depth implementation of the “Hundred Counties, Thousands of Towns and Thousands of Villages High-Quality Development Project”, focus on strengthening districts to promote towns and villages, comprehensively promote rural revitalization, solidly do a good job in counterpart assistance and cooperation, and promote the coordinated development of urban and rural areas at a high level. Strengthen urban planning, construction and governance, optimize the strategic spatial pattern of urban development, actively and steadily promote the transformation of urban villages, improve the level of urban refinement, quality, and intelligent governance, and take the lead in transforming the development mode of megacities. Continue to strengthen the function of the gateway hub of the central city, improve the energy level of international aviation, shipping, railway, and information hubs, optimize the world-class rail system, and comprehensively enhance the ability to gather and radiate global high-end resource elements. Make every effort to build a capital of marine innovation and development, vigorously develop marine technology and marine industry, promote marine governance, open ocean, preserve marine civilization, and create a “blue engine” for high-quality development in Guangzhou. Comprehensively enhance the comprehensive strength of urban culture, implement the “eight major actions” to strengthen the city through culture, build a window of Chinese-style modernization, and strive to hand over two good answers for material civilization and spiritual civilization. Deeply promote the ecological construction of green and beautiful Guangzhou, build a high-quality forest city, continue to fight the tough battle of pollution prevention and control, promote green and low-carbon circular development with full coverage, and create a modern model of harmonious coexistence between man and nature. Protect and improve people’s livelihood with heart and soul, implement the five-year action plan of “Ten Projects for People’s Livelihood”, and promote the realization of common prosperity. Coordinate development and security at a high level, resolutely build a national security barrier, build a national model city for the construction of a government under the rule of law, improve the modernization level of social governance in the city, and build a higher level of rule of law Guangzhou and a safe Guangzhou. Unswervingly strengthen the party’s overall leadership and party building, further promote comprehensive and strict party governance, consolidate and develop a clean and upright political environment, forge the city’s party organizations at all levels to be stronger, and provide a strong political guarantee for promoting Guangzhou’s modernization.
The plenary session emphasized that the “1312” thinking and measures formed by the municipal party committee in accordance with the specific deployment of the provincial party committee’s “1310” plan around the realization of the mission assigned by General Secretary Xi Jinping is a firm attitude and a solemn announcement to follow the general secretary and forge ahead on a new journey. Departments at all levels in the city must further unify their thinking, will, and actions, refine and implement work measures, implement them one by one, move forward step by step, and repay the General Secretary and the Party Central Committee with the practical achievements of burgeoning new vitality and creating a new situation.

At present, it is necessary to further promote thematic education in depth and solidity, fully promote the continuous economic recovery, resolutely maintain the safety and stability of the overall social situation, and go all out to implement the decision-making deployment of the Party Central Committee and the work requirements of the Provincial Party Committee.
The plenary session called on party organizations at all levels and the majority of party members and cadres in the city to unite more closely around the Party Central Committee with Comrade Xi Jinping at the core.
