On February 26, at 02:30 pm, Ricardo Roa Barragán, manager of the Petro Presidente campaign and current head of the state-owned Ecopetrol, will have to appear at the facilities of the National Electoral Council (CNE).

EL TIEMPO established for the first time that he was officially summoned to give a free statement within the investigation that is being carried out for the alleged violation of electoral limits of that campaign.

“Receive the free version of citizen Ricardo Roa Barragán, so that in his capacity as manager of the first and second presidential round campaign of the Historical Pact Coalition, he may present the arguments he considers in this preliminary investigation,” states an order dated February 19 by investigative magistrates Benjamín Ortiz (Liberal) and Álvaro Hernán Prada (Democratic Center).

Within the same document, it is ordered to require the DIAN to send the list of electronic billing in which the company SADI REAL ESTATE SAS (STRATEGIC BUSINES AVIATION SAS) appears as recipient and issuer, during the period from 1 January until December 31, 2022.
Sadi appears in the accounts reports of several congressmen of the Historical Pact.
The aforementioned company is a subsidiary of Sadi SAS, an aviation company that provided air services to both the Petro Presidente campaign and the Historic Pact for the Senate.
As EL TIEMPO revealed exclusively, it is linked to the so-called narcopilot, Carlos Eduardo Restrepo Osorio, who surrendered to United States justice in June 2023 for drug trafficking.

Of 9 invoices attached to the campaign accounting, there are 4 that present some type of inconsistency.
This newspaper established for the first time that the Supreme Court of Justice is also investigating these flights in relation to several congressmen of the Historical Pact and the transportation of the then candidate Gustavo Petro. In fact, within that investigation Roa Barragán was already heard.
¿Y Fecode?
The Prosecutor’s Office inspection of Fecode took place on January 22.

Among the decisions that have just been notified, the Fecode issue is tangentially mentioned, which approved a contribution of 500 million pesos to the Petro Presidente campaign, later directed to Colombia Humana.
In this regard, it is ordered to incorporate into the file the report of income and expenses of that party that, as revealed by EL TIEMPO, signed a public deed where it was clarified that the contribution ended up in its coffers.

This case, which the Prosecutor’s Office is investigating, sparked a controversy over the inspection of Fecode facilities.
