Rising Concerns: Increased Influx of Displaced Syrians and Security Risks in Lebanon

At a time when Lebanon is witnessing a stumble in the path of presidential entitlement, and the inability of external and internal initiatives aimed at achieving this entitlement to achieve any breakthrough on this level, bloody clashes have returned to the Ain al-Hilweh camp, between the Fatah movement and armed Takfiri groups. This coincided with security warnings from the highest levels, warning of the danger of large numbers of displaced Syrians entering Lebanon again illegally, through smuggling crossings in the border areas shared with Syria, most of them young people. This matter raised the concern of the security services about the possibility of the young displaced people being involved in security operations to undermine the stability of the country, especially since large numbers of them came from areas of northern Syria that were outside the control of the state, after ISIS controlled them in the past years. Therefore, there are valid fears that some of them (the displaced) will be influenced by “takfiri doctrine.”

In this regard, a Lebanese political authority reveals that he has reliable information, confirming that the number of displaced Syrians who entered Lebanese territory illegally recently, specifically in the past two months, is much greater than the numbers circulated in the media, saying only: “Their number has exceeded Tens of thousands,” and asserting the accuracy of his information: “Those concerned know the truth about what I am saying.” The reference points out that “the known reason for the influx of new waves of displaced people into Lebanon has been economic until now, and that is due to the decline in the value of the Syrian pound as a result of the American-Western blockade on the “closest neighbor.” In addition, the outbreak of internal fighting between Arab tribes and Kurdish militants and those with them in eastern Syria on the one hand, and between the “Kurds” and armed factions affiliated with Turkey in northern Syria on the other hand, contributed to an increase in the number of displaced people to Lebanon as well, and always according to the information of the same reference.

He warns that “the greatest danger currently lies in the Palestinian camps in Lebanon, specifically in Ain al-Hilweh, if the truce that began in the past few hours, with the efforts of Parliament Speaker Nabih Berri, does not hold.” The authority stresses the necessity of controlling the situation in Ain al-Hilweh. “And encircle it, before it moves to other Lebanese camps and areas. He confirms that if this truce does not last long, then all dangerous possibilities exist, including the possibility of the displaced being involved in security work, and entering the “camp war” line if it returns.”
In this context, sources in the Syrian opposition confirm that the various cross-border smuggling operations are usually “absent request,” that is, according to the need, giving the example of “smuggling medicine from Syria to Lebanon,” given the high cost of medicines in Lebanon. She pointed out that the smuggling routes between Lebanon and Syria are also used by some Syrians who enter Syrian territory illegally and then return to Lebanon in the same way, specifically those who have violations of the residency law in Lebanon, or those who fear being deprived of the aid allocated to the displaced, given that those who enter In Syrian territories, he loses his status as a displaced person, the sources conclude.

Here, some politicians and media outlets in Lebanon insinuate that “the human smuggling networks active between Lebanon and Syria operate under a security cover, or at least that the security services in the two countries turn a blind eye to the smugglers who share the ‘smuggling profits’ with some security personnel in the two countries,” according to the report. However, the Lebanese Army leadership has made it clear that the number of soldiers deployed on the common border is insufficient to control it, on the one hand.
