A Russian drone strike targeted the central headquarters of the Security Service of Ukraine (SBU) on Volodymyrska Street in Kyiv, striking directly opposite the Saint Sophia Cathedral on Friday. According to statements released by Ukrainian officials, the unmanned aerial vehicle was explicitly aimed at the office of Oleksandr Poklad, the acting head of the security service, who was not affected. Kyiv Mayor Vitali Klitschko confirmed that the explosion wounded at least 12 people, while international figures visiting the capital, including the President of the Generalitat of Catalonia, Salvador Illa, and the Spanish ambassador to Ukraine, Adela Díaz, were confirmed safe following the incident.
A Deliberate Strike on the SBU Leadership and Historic Kyiv
The strike zone sits right across from Saint Sophia Cathedral, a world heritage site, underscoring the high-risk proximity of military intelligence infrastructure to civilian and historical hubs. Spanish Foreign Minister José Manuel Albares condemned the assault through social media channels, characterizing it as an unacceptable escalation that targets civilians, heritage, and peace. Albares verified that both Salvador Illa and Ambassador Díaz were safe after speaking directly with them following the explosion.
The drone impact coincided with an official diplomatic event at a nearby building: the presentation of credentials for the new Spanish ambassador, which had to be suspended. Salvador Illa was wrapping up a visit to Ukraine—the first by a Spanish regional president since the full-scale Russian invasion began in February 2022.
Zelenskyy Promises a Tangible and Symetrical Response
Ukrainian President Volodymyr Zelenskyy reacted swiftly to the strike on the SBU headquarters, confirming in a public statement on the social media platform X that a drone was intentionally steered toward Oleksandr Poklad’s office. Zelenskyy spoke with Poklad immediately following the attack and subsequently ordered the preparation of a response. “The geography of the response already decided. We will choose the moment for it to yield results,” Zelenskyy warned, promising a counterstrike that is both adequate and, wherever possible, symmetrical to the blow received.
President Zelenskyy affirmed that despite the strike, Ukraine’s security apparatus remains fully prepared to guarantee the safety of upcoming high-level international delegations, including a visit by United States negotiators scheduled for Sunday.
Diplomatic Solidary Amidst Regional Reconstruction Pledges
Salvador Illa’s journey to Kyiv carried economic and humanitarian weight alongside its political symbolism. Accompanied by Barcelona Mayor Jaume Collboni and the conseller of European Union and External Action, Jaume Duch, Illa formalized cooperation memorandums with regional leaders from Zaporiyia, Dnipropetrovsk, and Leópolis. These pacts focus on restoring essential public infrastructure and services, stabilizing regional energy supplies, bolstering healthcare networks, and managing the ongoing crisis of displaced persons.
During meetings with Ukrainian officials, the Catalan delegation advocated for utilizing frozen Russian financial assets to fund reconstruction efforts and expedite Ukraine’s eventual integration into the European Union. Furthermore, the Catalan government materialized an 800,000-euro financial contribution directed into the Humanitarian Fund for Ukraine, managed by the United Nations Office for the Coordination of Humanitarian Affairs.
