[モスクワ 11日 ロイター] – On the 11th, the Russian Duma passed a bill to digitize convocation warrants for military service. It is believed that the move is intended to streamline the process, as many men left the country one after another to avoid military service during the partial mobilization of 300,000 people last year. If it is digitized, it will be the first time in the country’s history.

“We need to make the military call-up system complete and modern,” Kremlin spokesman Peskov said at a press conference, reflecting on the previous call-up. However, he said the change had nothing to do with mobilization and reiterated earlier claims that there were no plans for additional mobilization.

Under the current system, paper warrants are supposed to be delivered to the registered address of the man to be summoned. Under the new method, warrants are sent electronically to a candidate’s personal account on a government portal and are deemed to have been received when sent. Those who subsequently fail to show up at the conscription office are automatically barred from leaving the country.
