Russian President Vladimir Putin held a meeting of the Council for Strategic Development and National Projects. The head of state spoke and listened to officials of the Government of the Russian Federation for three hours. The main topic of conversation was the fate of technology companies in the country.

– As you know, not just restrictions are used against our country on purpose, but the almost complete closure of access to foreign high-tech products. In addition to what has already acquired a global character and is the basis for the progressive development of any state in the modern world. This is exactly where they are trying to put up obstacles for us in order to restrain the development of Russia. It is clear that this is a huge challenge for our country,” Vladimir Putin said.

The President noted that the country is not going to roll back decades in development. On the contrary, Russia wants to make a leap forward. He set the task of using “the existing sovereign technological reserves” and “the development of domestic innovative companies.”

– I understand that this is a difficult task, we are all perfectly aware of this report. It is clear that we cannot develop in isolation from the whole world, but this will not be the case. In today’s world, it’s impossible, you know, to circle around with a compass and put up a huge fence. It is simply impossible,” the head of state said.

Vladimir Putin set the task of developing end-to-end technologies. For work in this direction, he praised Sberbank, Russian Railways and Rosatom. But it was a fly in the ointment, because in general the state of the direction leaves much to be desired. 5 out of 13 parts are not implemented, the rest are working at 20%.

— Modest results have been demonstrated in the areas for which Rostec is responsible. I know that colleagues will be talking there now. There is not enough funding, something else, but I am simply stating the very fact of what is happening. Including projects for the creation of fifth-generation networks, the development of equipment production for the widespread introduction of the Internet of Things. The project for the development of the microelectronic industry had to be completely restarted last year,” said Vladimir Putin.

The President decided to find a “bed” for each of the Deputy Prime Ministers, so that Mikhail Mishustin’s deputies would take over each direction and control the situation in it. This is similar to how they divided the federal districts among themselves. First Deputy Chairman Andrey Belousov is fully responsible for the digital “clearing”.

— The second direction is a broad digital transformation. It must permeate every industry, enterprise, social sphere, system of state and municipal government, enter the life of every person and every family. Third. Many Russian fast-growing technology companies, such as Ozon or Yandex, have financed their development by attracting resources from Western financial markets. Let’s face it, the Russian financial system was not ready to provide resources [их]. It is necessary to create such mechanisms in the Russian financial system in a short time so that fast-growing Russian companies can attract domestic private capital for their development. The fourth direction is to improve the quality of training of engineering and IT specialists. Achieving a new quality of personnel training is a top priority, because without its solution we will not have a technological future,” the head of state went through the points.

On each of the four points, the president listened to officials’ reports. He was told about working with startups, and about electronic signatures at the State Services, and about the transition of companies to domestic software. But the main issue, as always, lay in the field of money.

Finance Minister Anton Siluanov said that about 30 billion rubles are annually allocated from the budget to support the high-tech industry. He noted that the business itself should invest the same amount. And from the market it is necessary to attract an additional total indicator, that is, at least 60 billion rubles.

By 2024, the budget plans to support nine thousand high-tech entrepreneurs, promote 1.5 thousand start-ups and create 100 thousand jobs. Proposes the Ministry of Finance for five years to extend the tax benefit on income from the sale of securities in this sector of the Russian economy.

— Of course, financial resources for fast-growing technology companies are not only budgetary funds, and not only development institutions. Of course, [важно] more active attraction of market financing. One of the main sources is the placement of debt securities on the market. Such companies are provided with access to NPF pension savings. Although I want to note that we are acting very carefully here, realizing that pension savings must be reliably protected. Although there are a lot of proposals for innovative companies to be financed more and more at the expense of NPFs. We are being very careful here. Allocating only a certain share of the funds of the NPF, – added the head of the Bank of Russia Elvira Nabiullina.

The President entered into a debate with the financial and economic sector.

— It was said that there is a regime of tax preferences. There is a regime, there is no money. The Governor of the Central Bank confirmed that banks are reluctant to lend to such transactions. Banks don’t lend much. The risks are too great. In this regard, it is necessary to look for other sources, including pension savings. pension funds. As we well know, it is necessary to ensure, if not high profitability, then to ensure the safety of these funds. We just need to think over this system,” Vladimir Putin appreciated the pension idea.

The head of state added that it is necessary to negotiate with companies in which there is a state share on investing in high-tech organizations. The President noted that firms “do not know where to put the accumulated billions of dollars,” and “the survival of the economy” depends on the technology industry.

By the end of the summer, the issue with these enterprises should be resolved. There are no specific deadlines for non-state pension funds and their investments. It is unlikely that there will be any drastic decisions here, because any pension issues cause a painful reaction in society.

During the meeting of the Council for Strategic Development and National Projects, the president listened to reports on the educational area, but in general they boiled down to the need for more state-funded places. And at the same time, children in promising specialties, primarily in the IT sector, should be taught at school.
