LUXEMBOURG – While the reduction of working time promises to be a strong theme of the next legislative elections, Statec has published a note to try to see more clearly.

It is clear that, in fact, employees in Luxembourg are working less and less. They had some 1,600 hours of work in 1995 compared to 1,483 hours in 2022 (-7.8%), according to figures taken from national accounts (which mix the number of hours worked and the number of employees). A figure close to the European average (1,466 hours).

All EU countries – with the exception of Lithuania – saw working time decrease during this period. By more than 10% in Ireland, Slovakia, Latvia, Austria and Germany, countries where employees worked the least in 2022 (1,295 hours). Conversely, the Poles display 1,998 hours on the counter.

Data from the survey on the level and structure of labor costs also allow comparisons to be made with other countries. However, they have the drawback of only appearing every four years and of only taking into account companies with more than ten employees. According to this survey, in 2020, employees in Luxembourg worked 1,527 hours, compared to 1,701 hours in 2016, i.e. 174 hours less (-10.2%).

Employees in the Grand Duchy therefore worked 101 hours more than their Belgian colleagues (1,426) – who are the least worked in the EU – 35 more than the French (1,492) but 80 less than the Germans (1,607) when the EU average was 1,602 hours and the euro zone average was 1,576 hours. It was in Malta, in 2020, that employees worked the most (1,822 hours).
