The Ministry in charge of Finance, will continue the process of payment of the Congolese domestic debt, launched on August 1st. The Republic of Congo will proceed from September 21, 2022 to the gradual clearance of the domestic commercial debt. This second stage will be devoted to the payment of debts whose amounts are between 10,000,001 FCFA and 50 million FCFA. This is informed by a press release from the said ministry, made public on Thursday, August 25. This process of payment of the Congolese domestic debt was launched on August 1, by the Ministry of Finance. Through a press release, the minister in charge, Rigobert Roger Andely explained the terms that will accompany this operation. “However, in accordance with the strategy adopted by mutual agreement with the donors financing the operation, the creditors have the choice between the following two options:

  • Accept a 35% discount on their creditor and receive full payment of the balance due, exempt from sums payable by the State in respect of taxes and duties;
  • In the event of non-adherence to the first option, spread the payment of their debt over five 5 years, with payment of the first due date during the year 2023.

The lists of creditors concerned by this operation will be posted at the Congolese Amortization Fund (CCA) and will be available for consultation on the website of the Ministry of Finance, at the address: www.finances.gouv.cg Thereby, “The creditors listed on this list of audited debts are invited to present themselves to the Congolese Amortization Fund for the signing of agreements for the processing of their debt according to the two options indicated above, no later than September 15, 2022. beyond this deadline, the creditors will be considered as having opted for the second option., says the minister. At the end of the period for signing the agreements, payments will be made from September 21, 2022. On August 1, the Congolese State launched the first phase of the operation for the gradual clearance of audited domestic arrears, which consisted in the full settlement of all debts of an amount less than or equal to 10 million CFA francs of 204 creditors.
