Türk highlighted that 23 individuals have died in US immigration custody throughout 2026 alone, pressing Washington to halt deportations to nations where people face “irreparable harm”.
Mounting Fatalities and the ICE Crackdown
During his address to the UN Human Rights Council, Volker Türk revealed that four additional people had lost their lives in US immigration custody since his prior update delivered in June. This brings the running death toll to a total of 23 fatalities for 2026.
The spike in mortality rates occurs against the backdrop of an aggressive enforcement push. US President Donald Trump has made combating illegal immigration a top priority of his second term. Federal authorities have rounded up thousands of individuals while expanding detention centres. A joint report published in June by Human Rights Watch and Physicians for Human Rights warned that the rate of people dying in Immigration and Customs Enforcement (ICE) custody has reached its highest level in over a decade.
Controversial Enforcement Tactics and Electric Shock Gear
Beyond custodial deaths, the UN rights chief targeted several other enforcement practices currently deployed by American immigration authorities. Türk specifically called out the practice of returning migrants to dangerous places or to countries they had no connection to. “I urge the United States to halt the return of people to places where they could suffer irreparable harm, including Haiti, and to ensure due process for all removals to third countries,” Türk told the council.
Compounding these concerns, Türk voiced alarm over reported plans by ICE to equip immigration agents with electric shock gloves. First reported by The Associated Press, the procurement plan calls for the Department of Homeland Security—ICE’s parent agency—to spend between $10 million and $20 million on these instruments. Officials have characterized the items as distraction and de-escalation devices, but Türk warned the rollout would “increase the violence associated with their operations”.
Wider Domestic Fallout and Training Scrutiny
The federal immigration agency faces criticism following a series of fatal shootings during enforcement operations. Public outcry intensified notably after two American citizens were shot and killed in Minnesota during January operations who were involved in anti-ICE protests.
Critics continue to focus on the forceful tactics utilized by agents in rounding up migrants. Observers have also pointed to an alleged lowering of training standards for new recruits.
