US-Mediated Peace Talks for Ukraine Scheduled in Abu Dhabi

Direct peace talks between Russia and Ukraine mediated by the United States are scheduled to begin in Abu Dhabi on November 4, as international diplomatic efforts intensify alongside localized humanitarian ceasefires and rising technological dependencies on satellite networks.

The Abu Dhabi Summit and the Tripartite Framework

Preparations for the upcoming high-level talks are moving forward following a flurry of diplomatic contacts across Europe and Washington. Polish Prime Minister Donald Tusk announced that negotiations are scheduled for November 4 after receiving direct briefings from international participants, Segabg.com reported. Tusk explained that he received detailed information about the conversation from the participants themselves, noting that Finnish President Alexander Stubb—who called him immediately after speaking with Russian President Vladimir Putin—reported that both sides remained on their previous positions, though European participants remained with very cautious optimism about the prospects for the negotiations. The diplomatic track aims to establish a structured format for negotiations, though fundamental differences between Moscow and Kyiv remain, and neither Putin nor Ukrainian President Volodymyr Zelenskyy has yet determined the composition of the delegations that will negotiate in Abu Dhabi.

Kremlin press secretary Dmitry Peskov confirmed that talks are slated for early November involving Russia, Ukraine, and the United States. However, Moscow maintains that the resumption of diplomatic channels will not alter ongoing military operations. “The decision to resume trilateral talks does not imply any restrictions on combat operations,” Peskov stated, bTV Novinite reported, noting that Russian forces continue targeting Ukrainian infrastructure while Kyiv maintains its actions. The Kyiv regime continues with all its manifestations, Peskov commented.

Humanitarian Truces and Northern European Outreach

Parallel to the preparations for the Abu Dhabi summit, limited humanitarian truces have emerged on the ground. A localized ceasefire took effect in the Russian-occupied city of Oleshky on the left bank of the Dnipro River in Ukraine’s Kherson region. Arranged with the participation of Melania Trump, the agreement facilitates civilian evacuations and humanitarian aid deliveries.

In a parallel diplomatic outreach, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre held a phone conversation with Russian President Vladimir Putin. Andriy Sibiga conducted consultations in Helsinki following the Nordic leaders’ conversation with Putin, meeting with his counterparts Elina Valtonen and Espen Barth Eide.

European Divisions and Economic Levers

The diplomatic moves have generated friction among European allies. While German Chancellor Friedrich Merz emphasized during his visit to Singapore that there is no possible solution without Ukraine and Europe, and that European states must be present at the negotiating table, other reactions were not specified in the sources, and Danish Prime Minister Mette Frederiksen challenged the initiative undertaken by Finland and Norway.

Economic and technological factors continue to shape the backdrop of the negotiations. BNT Novinite noted that a tanker carrying Russian diesel departed Primorsk toward the United States following an energy arrangement. Simultaneously, Kyiv faced operational hurdles regarding satellite communication limits on its drone systems.

Amid these developments, Russia and Ukraine completed a prisoner exchange involving 270 captives from each side, marking one of the few functional areas of direct cooperation between the warring parties ahead of the November diplomatic summit.
