US Envoy Witkoff Meets Putin in Russia with New Peace Proposals for Ukraine

White House envoy Steve Witkoff travels to Saint Petersburg to present Vladimir Putin with an updated peace proposal following discussions in Oslo with Ukrainian President Volodymyr Zelensky and European partners, as reported by la Repubblica, while Washington presses Kyiv for territorial concessions.

The Diplomatic Track from Oslo to Saint Petersburg

The diplomatic push follows a key meeting in Norway where Steve Witkoff met with Volodymyr Zelensky alongside regional leaders, including Jonas Gahr Store and Finnish President Alexander Stubb. According to reporting from ANSA, the discussions also engaged representatives from the E4 nations—the United Kingdom, France, Germany, and Poland—alongside European Union and NATO officials. Jared Kushner participated remotely due to illness, helping shape a renewed western diplomatic framework.

US Secretary of State Marco Rubio characterized the Oslo consultations as positive, telling reporters that Witkoff arrived in Russia equipped with shared ideas to test Moscow’s willingness to compromise. Yet, the Kremlin’s stance remains unyielding on key political points. Sergey Lavrov signaled that while Moscow will listen to the American proposals, it refuses to make political concessions. As reported by la Repubblica, Lavrov stated that Russia would evaluate proposals offering economic or financial advantages but would not alter its political positions.

Meanwhile, Kremlin spokesperson Dmitry Peskov emphasized that any genuine negotiation requires a legitimate Ukrainian counterpart ready to assume responsibility for ending the conflict. Peskov also noted that Russia appreciates the mediation efforts led by the American delegation. The Kremlin spokesperson added that Russia considers it necessary to resume dialogue with the United States on strategic stability and nuclear disarmament, asserting: Siamo convinti di questo, lo abbiamo detto ripetutamente a vari livelli. Peskov stated that such issues must be discussed directly with the Americans, while taking into account the nuclear potentials of the United Kingdom and France.

Musk Slows Starlink as Trump Pressures Kyiv

Donald Trump maintained pressure on Kyiv, asserting that the United States has contributed vast financial support without receiving equivalent return, and argued that Ukraine must agree to end the fighting. Anche l’Europa ha speso una fortuna. L’Europa ne è stanca. Trump also suggested that an agreement might be reached in another way, adding: Credo di poterlo fare in un altro modo. In contrast, Zelensky maintained during his post-Oslo press conference that Ukraine possesses clear ideas for achieving peace.

Simultaneously, Ukrainian forces targeted energy and telecommunications infrastructure in Russian-controlled areas, including Crimea, generating localized blackouts. Amid these developments, ongoing discussions continue regarding humanitarian crises, including efforts around Oleshky in the Kherson region, which Putin and Trump previously addressed in bilateral communications. Peskov stated that the work to overcome the humanitarian crisis there è in corso.

With Witkoff now engaging Russian leadership directly in Saint Petersburg, the fundamental question remains whether economic incentives can bridge the gap between Moscow’s refusal to make political compromises and Washington’s push for a territorial settlement.
