White House envoy Steve Witkoff is heading to Oslo for high-stakes diplomatic talks with Ukrainian President Volodymyr Zelensky and European leaders, as Washington ramps up efforts to forge a unified peace proposal to present to Moscow.
Diplomatic Efforts in Oslo Involve E4 Nations and Zelensky
The diplomatic push in the Norwegian capital brings together a critical mass of international stakeholders. Alongside President Zelensky, the discussions are set to include Norwegian Prime Minister Jonas Gahr Støre, senior representatives from the E4 nations—comprising the United Kingdom, France, Germany, and Poland—as well as officials from both the European Union and NATO.
The meetings in Oslo directly build on preparatory talks recently hosted at Steve Witkoff’s Miami-area Shell Bay club. During those Florida sessions, President Zelensky committed to reviewing and advancing a series of proposals designed to establish a pathway toward a comprehensive and durable peace agreement.
According to a U.S. official, Kushner will instead participate virtually, maintaining continuity with the collaborative framework built over the past week by American, Ukrainian, and European representatives.

Parallel Tracks for Security and Postwar Reconstruction
Diplomatic efforts are currently structured around two distinct yet parallel tracks. The first track centers on securing Ukraine's long-term future by establishing credible security guarantees, fostering European integration, and developing a strong postwar economic framework to address financial needs and drive sustainable growth.
The second track focuses on creating the conditions necessary for a lasting peace with Russia. This involves formulating a comprehensive proposal that addresses the core issues required to end the conflict, establishing a renewed European security architecture, and exploring potential avenues for postwar economic cooperation.
In addition to broader geopolitical architecture, the diplomatic agenda includes targeted humanitarian efforts. The delegations are expected to press for the release of Stephen Hubbard, a retired American teacher whom the United States maintains has been wrongfully detained in Russia.
Next Steps and the Path to Moscow
Following the conclusion of negotiations in Oslo, Witkoff plans to travel onward to Russia. There, he hopes to meet directly with Russian President Vladimir Putin to present the ideas formulated in close consultation with Kyiv and European partners.
“President Trump has directed an intensive process to develop a comprehensive peace proposal with Ukraine and Europe, and the next step is to test whether that work can form the basis for serious negotiations with Russia,” a U.S. official stated, emphasizing that discussions remain highly fluid.
