The signing ceremony brought together federal lawmakers and military advocates at the National Medal of Honor Museum in Arlington, Texas, to enact a measure that sailed through Congress without recording a single dissenting vote. Senator Jim Justice stood alongside the president to celebrate the enactment of his signature bill, framing the achievement as a long-overdue debt owed to those who demonstrated extraordinary valor.

The legislation bears the name of Hershel “Woody” Williams, the iconic Marine Corps veteran from West Virginia who dedicated his life to serving veterans and honoring Gold Star Families. Williams spent decades traveling the country, advocating for veterans, and spearheading efforts to build monuments for Gold Star families through the Woody Williams Foundation.

Brent Casey, co-founder and former president and CEO of the Woody Williams Foundation, noted the deep personal resonance of tying the federal monument to the late veteran. “It is especially meaningful that this legislation bears the name of a proud West Virginian who dedicated his life to serving veterans, honoring Gold Star Families and reminding our nation that freedom is not free,” Casey said, via the official congressional release.

Senator Justice underscored that the physical structure will serve as an enduring educational touchstone for the public. “When folks walk by that monument, I want them to stop, look at those names, and understand the kind of courage it took to earn that Medal,” Justice said.
