During the speech of the factions, the leader of the Communist Party of the Russian Federation Gennady Zyuganov said that the State Duma is adopting the budget in difficult conditions, and it will be victorious “if we eliminate the duality of power and carry out the president’s message.” The main thing is that “both the front and the rear act together.” The communist noted that in the draft budget the section “related to our military operation is growing, and that’s right,” and also that the debt is growing, and at the end of 2026, “we will pay 2.5 trillion in debt.”

There is no need for the latter, and if the proposals of the Communist Party of the Russian Federation were accepted, the budget would be a “development budget.” Zyuganov also spoke about many other things: about the “national interests” that the Unified State Exam and the Bologna system contradict; that money goes offshore; that “capitalism has reached a dead end”, but “the village has produced a good harvest” – despite the tariffs and the cost of diesel fuel.

LDPR leader Leonid Slutsky said that if deputies do not accept the budget, then the world will say that “Russia is torn to shreds” (however, no one has seriously talked about such risks in recent decades). He said that the current budget can be called “Everything for the front, everything for victory,” so we must “not hype, but work shoulder to shoulder for victory.” Further, Slutsky criticized Zyuganov and talked about supporting the village. “We should under no circumstances be split now, when our enemies are expecting a split between us, when they are expecting us to vote differently on the budget today,” he concluded his speech.

And if Slutsky criticized Zyuganov’s position on the budget, then the deputy leader of the SRZP faction Valery Hartung began by criticizing the words of the LDPR leader that “it turns out that we have a victory budget.” For the current budget to be a victory budget, not only factions, but also sectors of the economy must unite, Hartung said: “And some should not live, while others, excuse me, must survive from bread to kvass.” Then he criticized the high rate, the rate of economic growth and concluded with the words “I’ll paraphrase our great commentator Nikolai Ozerov: we don’t need such a budget.”

MP Rosa Chemeris from New People said the budget came out like “the average temperature in a hospital is 36.6”. “Colleagues, there was money, there will be money, what’s remarkable is that there is money even now, and that’s good,” she paraphrased a famous quote. The question is how the money will be spent, she said. Chemeris further thanked the Ministry of Finance for increasing funding for the Industrial Development Fund, but criticized it for reducing spending on education and healthcare. According to her, it is clear that an increase in defense spending is necessary, but it is necessary to ensure synergy between the technologies of the defense industry and the civilian sector.

“In the 20th century, we in the USSR adapted a variety of military developments for peaceful needs: stainless steel, fasteners and zippers, blood banks. Colleagues, then military science gave humanity GPS technologies, microwave ovens, and the Internet. There was such an experience in the USSR. It is now necessary to move synchronously with the defense complex and the rest of the industry, mutually enriching each other, because if we do not develop, we will fall hopelessly behind,” she said in conclusion.

The head of the State Duma Committee on Budget and Taxes, United Russia member Andrei Makarov said that the main thing is the social program, which is expressed in the president’s messages. In addition to defense spending, it is important to fulfill social obligations, he said. “Well, pensioners shouldn’t rush to the TV every day and see what new sanctions are there, what the price of oil is, whether they will be paid pensions or not. Fulfilling social obligations under any conditions is an absolute priority for us,” Makarov continued.

Then Makarov said that United Russia, LDPR and New People “didn’t just plow through the entire budget, we met together with the heads of ministries and departments on the issues that the factions had, and together we resolved these issues.” In his opinion, in fact, the beneficiaries of the budget are social policy, healthcare, education, culture and cinematography, housing and communal services. And he suggested that Zyuganov fire his assistants, who told him that expenses were being cut, in particular for housing and communal services.

The deputy hoped that all factions would vote for the budget, because this is “a matter of our responsibility to the country, to our citizens.” “It was said here that we are ready to unite, just do this and that. Judging by these words, before we unite, and Vladimir Ilyich Lenin already wrote this, we need to decisively and definitely disengage,” Makarov concluded quite unexpectedly.
