805/3.943 registered business establishments

Previously, on July 1, 2022, the tax sector had implemented e-invoices nationwide. Up to now, 100% of businesses and business households operating in the field of direct-to-consumer have used this type of electronic invoice. this application.

Common forms of e-invoices (such as invoices with codes, invoices without codes) have been implemented, but have not yet met well for some specific business activities and have regular operating times, as well as prices. The value of each invoice is not much, but the number of bills is very large (such as catering business, restauranthotels, entertainment services, supermarketgold industry).

Deputy General Director of the General Department of Taxation Dang Ngoc Minh, shared the results of implementing e-invoices generated from cash registers (after more than a month), 62/63 Departments of Taxation reported the implementation plan of phase 1 (to end of March 2023). As a result, there are 3,943 registered businesses that will deploy e-invoices. Particularly, the Tax Department of Bac Kan province has not yet established a list of taxpayers who will implement phase 1 due to difficulties in persuading taxpayers to convert to e-invoices (because this is not a mandatory regulation). ).

However, Mr. Minh said that in fact, out of 62 Tax Departments that have registered to implement phase 1, only 25 Tax Departments have officially received registration for using electronic invoices from cash registers.

Currently, only 805/3,943 business establishments have officially registered and are accepted to register to use e-invoices from cash registers on the tax authority’s system.

It is worth mentioning that out of a total of 85.4 million e-invoices of 3,943 businesses currently using, only 544 e-invoices are sent from cash registers to the tax authority’s system.

“805 businesses have registered to use e-invoices from cash registers but still use other forms of e-invoices, so the issue of e-invoices from cash registers is still not much,” said Mr. Minh said.

Ensure fairness in tax obligations

The above data shows that it is too low compared to the need to convert the form of ordinary e-invoices to electronic invoices from cash registers.

According to Mr. Minh, the current regulations still allow business establishments to use multiple forms of electronic invoices at the same time. On the other hand, businesses said that it takes time to upgrade and convert the application software of the cash registers at each point of sale to unify the invoice issuance from the cash register throughout the system. especially the chain model, supermarket.

At the conference, Deputy Minister of Public Security Nguyen Duy Ngoc said that there should be enough legality from circulars, decrees and laws to ensure that taxpayers must comply with the Law.

Regarding tools for subjects to fulfill their tax obligations, the tax industry needs to develop standards on circulation for payment machines (such as how to secure data).

“The most important issue is still the legality, the Ministry of Finance will study and get opinions from ministries and branches to implement the installation of data-connected cash registers to print e-invoices on the basis of electronic invoices. Sanctions are mandatory,” said the minister.

Regarding the coordination relationship, the Ministry of Finance said that it has assigned the General Department of Taxation to build a data center on electronic invoices and connect with the national data center. First of all, it will connect with residential data to perform finance and tax for business households and businesses.
