William Burns, director of the US Central Intelligence Agency (CIA), admitted at a security conference on the 20th that the spy network deployed by the CIA in the mainland was hit hard more than 10 years ago. At that time, as many as 30 operatives were arrested by the Beijing authorities due to the defection of the operatives and the suspected infiltration of the secret communication system.

The Washington Times reported that Burns went to Colorado on the 20th to attend the “Aspen Security Forum” (Aspen Security Forum) and was asked about the loss of many Chinese operatives and other intelligence personnel recruited in the US since 2010;

The report pointed out that between 2010 and 2012, as many as 30 operatives recruited by the CIA in mainland China were successively arrested by the Beijing authorities in different locations, which was called an “intelligence disaster” by US officials. Sources revealed that at that time, some CIA operatives were absorbed by the mainland’s Ministry of State Security and defected, and the encrypted communication system used by the operatives may also have been infiltrated by Beijing, which eventually led to the arrest of dozens of operatives, and one of them was even executed in front of the mainland security personnel.

Afterwards, after investigation by the FBI and the CIA, it was determined that Li Zhencheng, a former CIA operative who had become a naturalized American, was the insider. It is reported that Li Zhencheng was originally a CIA agent in Hong Kong, but was later instigated by the Ministry of National Security of the Mainland, and assisted Lu Fang in obtaining the identities of several CIA officers and their informants. In April 2019, Li Zhencheng confessed to espionage and was sentenced to 19 years in prison.

This loss seriously hampered Washington’s ability to monitor the Chinese People’s Liberation Army, making it impossible for the U.S. to obtain timely information on the Communist Army’s traditions and nuclear military build-up. In this regard, former CIA Deputy Director Mark Kelton refused to comment, but he admitted that the mainland has launched secret attacks on the United States in various aspects through intelligence activities, causing considerable losses to the United States, including stealing government, business, and industrial secrets.
