Italy Inflation Reaches 5.4% in October, ISTAT Reports

Italy’s preliminary consumer price inflation reached 5.4% in October 2026, driven by a 31.4% surge in energy costs that pushed gross domestic product growth to a standstill in the third quarter, according to data released by national statistics agency Istat and reported by ANSA.

The Bottom Line

  • Growth Stagnation: Italian GDP registered 0% growth in Q3 2026, leaving the annual acquired growth rate at 0.8%.
  • Price Pressures: Overall inflation jumped from 4.2% in September to 5.4% in October, with regulated energy bills surging up to 59.5% and fresh food climbing 7.5%.
  • Purchasing Power Erosion: Contractual wages rose just 2.5% year-over-year in September, leaving household purchasing power more than 9% below 2021 levels.

Energy Shock and Inflation Divergence Across Europe

The October data places Italy at the top of major European Union economies for price acceleration. While Spain recorded an inflation rate of 4.9%, France climbed to 3.4%, and Germany cooled to 2.8%, Italy’s rate leaped to 5.4%, a level not seen since August 2023. In Spain the rate is stable at 4.9%, in France it rises from 3.1% to 3.4% and in Germany it drops from 3.3% to 2.8%. The Italian government has attributed the situation to external shocks.

The core of the price spike rests in regulated and unregulated energy markets. Regulated electricity bills in the protected market surged by 60.2%, while natural gas climbed 56.8%. Consumer associations estimate the resulting financial burden at 1,558 euros per household annually, heavily undercutting discretionary spending ahead of the winter holiday season.

Economic Indicator Previous Reading October 2026 Reading YoY Change
Headline Inflation (Istat) 4.2% (Sep) 5.4% +5.4%
Regulated Energy (Electricity) 9.7% 60.2% +60.2%
Fresh Food (Non-processed) 5.5% 7.5% +7.5%

Wage Stagnation and Fiscal Drag Risks

As consumer prices outpace compensation, Italian workers face a widening deficit in real income. While a post-2023 recovery slightly narrowed the losses sustained during the 2021-2022 inflation wave, the purchasing power of fixed-income employees remains 5.7% below levels from five years ago.

Labor unions have intensified calls for automatic wage indexing. Uil general secretary Pierpaolo Bombardieri argued that collective bargaining agreements must adapt mid-term to protect workers against sudden price shocks. Meanwhile, tax policy experts warn of fiscal drag, pointing out that unadjusted tax brackets risk neutralizing nominal pay adjustments.

Budget Maneuvers and Upcoming Legislative Action

Amid mounting pressure from business confederations such as Confcommercio—which warn that retail sales and tourism margins face severe headwinds—the government is preparing interventions. The state budget law for 2026 has been bollinato by the Ragioneria di Stato and sent to the Council of Ministers.

Additional Economic Indicators and International Comparisons

Italy is among the countries with the lowest quarterly growth rate (equal to zero), France performs worse (-0.1%), while for Germany it is growing by 0.2% and Spain remains the most dynamic country, with 0.6%. Analysts’ forecasts pointed to growth between 0.1% and 0.2% for the third quarter. In the same period, the euro area grew by 0.4% and the EU by 0.5%.

Core inflation (net of the most volatile components, namely energy products and fresh food) stands at +2.0% (from +1.6%). The good news, so far as it goes, is that inflation for other products remains low: the 12-month rate rose from 1.6% to 2.0%, but this is solely due to the aforementioned price drop in October 2025, with core inflation reaching only 0.1% for the month.

Europe Inflation Update October 2026: Italy, Spain, Germany and France

Acquired inflation for 2026, representing the rate that would occur if the index remained flat for the remainder of the year, stands at +3.4%, easily surpassing the International Monetary Fund’s mid-October estimate of 3.3% for the total 2026 figure. Diesel prices reached +37.7%, while gasoline growth slowed down. Unprocessed food prices rose by 7.5% from the previous +5.5%, and transport services accelerated to 3.1% from 1.6%.

“Prezzi roventi ampiamente previsti visto il colpevole mancato intervento del Governo per bloccare i rincari dei beni energetici, ossia carburanti e bollette di luce e gas”, commenta Massimiliano Dona, presidente dell’Unione Nazionale Consumatori.
