Illegal online gambling operations masquerading as South Korea’s premier casino resort, Kangwon Land, have skyrocketed to an astonishing 1,545 cases through August of this year. Data obtained by National Assembly Trade, Industry, Energy, SMEs, and Startups Committee member Rep. Moon-young Lim reveals the staggering scale of the digital identity theft.
The math tells a stark story of sudden escalation. From 2021 through 2024, corporate impersonation cases hovered at a paltry one total. Just last year, that figure crept up to 53.
How the Offshore Fraud Rings Operate
The scam is far from subtle. Rogue operators have been spinning up fraudulent domains like “Kangwon Land Online” and running targeted social media ads to funnel users straight into illicit offshore gambling dens such as the “1WIN” platform.
Kangwon Land officials flagged the “1WIN” pipeline as early as last year and initiated police complaints against rogue account operators. However, a focused crackdown didn’t materialize until some ten months later, in May of this year. By then, the digital tentacles of the operation had already found new ecosystems.
Thriving Black Markets on Encrypted Messaging
A simple keyword sweep of Telegram reveals a thriving black market operating completely under the radar. Investigators uncovered multiple channels brazenly using the Kangwon Land moniker—one hosting roughly 1,500 members, and another commanding a captive audience of 5,000.
These are high-traffic syndicates where illegal gambling links, high-stakes betting ads, and predatory loan promotions targeting vulnerable minors are peddled with impunity. Yet, a review of Kangwon Land’s official counter-offensive reports reveals zero recorded action against these sprawling Telegram networks.
A Mear Three-Staffer Monitoring Apparatus
Behind the corporate shield, the structural vulnerabilities are glaring. The entire digital monitoring apparatus tasked with policing these scams consists of a meager three staffers—a mix of permanent and fixed-term employees working standard 9-to-5 shifts.
In an industry operating on a 24/7 digital clock, a daytime-only watch offers no defense. Meanwhile, a university student monitoring task force intended to bolster ranks fell flat, netting only 17 recruits against a targeted 30.
Lawmakers Demand a Hard Policy Shift
Lawmakers are rightfully sounding the alarm. Rep. Lim has blasted the resort’s sluggish response framework, pointing out that when iconic brand assets are openly utilized to funnel youth into predatory lending and illegal gambling rings, administrative delays are a crisis.
The directive moving forward requires expanding budgets, scaling round-the-clock monitoring past social media to encrypted spaces like Telegram, and forging aggressive cross-agency alliances with police and media regulators. When a corporate giant’s name becomes a Trojan horse for digital crime, the fallout is a systemic failure of public protection.
