The judge of the ‘Koldo case’ intercepts the emails of a dozen senior Transport and Interior officials | Spain

The judge of the National Court Ismael Moreno, instructor of the Koldo case of corruption, has ordered State Ports and Adif, entities dependent on the Ministry of Transport; and to the General Subdirectorate of Planning and Management of Infrastructures and Media of the Secretary of State for Security, of the Ministry of the Interior, to hand over all “the mailboxes and folders” associated with the corporate email of a dozen senior officials. Specifically, the magistrate has requested the files of the period between January 1, 2020 and July 1, 2020, when the suspected awards to the plot took place, headed by businessmen Víctor de Aldama and Juan Carlos Cueto, who allegedly paid irregular commissions and “influenced” “authorities” and “officials” to obtain contracts for the supply of medical supplies during the worst of the coronavirus pandemic.

For its part, as the magistrate leaves in writing, the Department of the Interior is ordered to deliver all the emails by Daniel Belmar, who was deputy director general of Planning and Management of infrastructure and Media of the Secretary of State. And, likewise, the Ministry of Transportation itself is requested to provide “all the corporate email mailboxes and folders” of Koldo García, who was an advisor to the former socialist minister José Luis Ábalos, as well as the files of any other account that he had used since January 1, 2020 to present.

The National Court maintains an open investigation for crimes of belonging to a criminal organization, money laundering, bribery and influence peddling. The judge, the Anti-Corruption Prosecutor’s Office and the Central Operational Unit (UCO) of the Civil Guard suspect that Aldama and Cueto hatched a plan to, through Koldo García, obtain million-dollar contracts with the Administration during the pandemic in exchange for the payment of irregular commissions. . These awards were closed through Soluciones de Gestión y Apoyo a las Empresas SL, an alleged front company, which they managed in the shadows. Judge Moreno calculates that these operations brought Cueto a profit of 9.6 million euros; and Aldama, president of Zamora CF, 5.5 million. For his part, Koldo García experienced an “asset increase” of more than 1.5 million.

The investigations indicate that Aldama, who had established a relationship with Koldo García and who knew the then Minister Ábalos, “enjoyed a certain prevalence in Transport”, where he had a “special pass”. “Continuing Koldo’s ability to influence these contracts [bajo sospecha], a personal and direct relationship has been detected with two people who participated in two contracting files, specifically that of Puertos del Estado and that of Adif”, the magistrate also points out. According to the judge, when ordering the delivery of the emails, all of those mentioned participated in some way “in the contracts that were awarded to Management Solutions in 2020.” The Civil Guard has taken statements from several of them as witnesses. It has not emerged that they have been charged.

For example, the judge specifies that Isabel Pardo de Vera “signed documents of the contract awarded by Adif to Soluciones de Gestión”; and “Martín José Navarro signed various documents.” In the case of Michaux Miranda, general director of People Management at Adif, the magistrate adds that the interventions have made it possible to link this position with Koldo García: “According to the data obtained, Joseba’s son, [hermano de Koldo]would have accessed Adif recently through the intermediation of Koldo, who would have contacted Miranda.”

The telephone interventions have also detected conversations with Álvaro Sánchez, general secretary of State Ports. Regarding this charge, the judge also wrote in another resolution: “Aldama’s interlocutor with Puertos del Estado was Álvaro Sánchez, who participated in the awarding of the contract with file number E/019/20 as general secretary of Puertos del Estado. State”.
