Department of Homeland Security (DHS) chief Markwayne Mullin addressed the operation involving Oscar Belgal, stating that officers were attempting to arrest a man with a criminal history. Mullin confirmed that authorities were unaware of the child in the vehicle prior to the shooting.
Marcos Charles, a top ICE official, provided an account of how the confrontation unfolded. Charles stated that ICE officers used their vehicles in an attempt to stop Belgal. Rather than complying with orders to exit the car, Belgal accelerated and collided with two ICE vehicles. Charles explained that Belgal then weaponized his vehicle, accelerating toward other officers on the scene.

Cameras Capture Post-Shooting Response
Body-worn camera footage released by the New York Police Department (NYPD) on Friday captures NYPD officers arriving at the scene to assist Belgal following the shooting. The footage shows one ICE officer wearing a neon construction vest and carrying a large gun. NYPD officers subsequently called for an ambulance, placed Belgal in a police car to transport him to the hospital, and were later seen pulling him from the vehicle to carry him inside. Mullin stated that participating officers identified themselves and operated body-worn cameras that were turned on during the incident.
