The United States is by far the largest donor, with more than 47.82 billion euros announced since the end of January 2022, including 22.9 billion in military aid (47.9% of the total). The countries of the European Union have announced both bilateral aid (16.23 billion euros) and joint aid from European Union funds (29.89 billion euros), i.e. a total of 46.12 billion euros.
Estonia, the first contributor, contributed 1% of its GDP
In absolute terms, the richest countries were the most generous. On the other hand, when these contributions are related to the gross domestic product (GDP) of each of the donor countries, the ranking is different. The United States tumbles to ninth place (0.23% of GDP), behind neighbors Ukraine or friendly former Soviet republics: Latvia is the most generous, with 1.1% of its GDP pledged to Ukraine, followed by neighboring Estonia (0.93%), Poland (0.5%) and then Norway (0.34%). France is twenty-second, with 0.05% of its GDP, again according to data from the Kiel Institute.
However, these data have some limitations. The Kiel Institute is not able to count private donations, any more than the aid provided by countries indirectly, by financing non-governmental organizations, the United Nations High Commissioner for Refugees, or even Unesco.
These figures also do not take into account the reception of refugees, which represents a major effort for the countries bordering Ukraine; Poland took in 8.1 million Ukrainian refugees, and Romania just over 1.6 million..
