Zelensky States Moscow desires separate security agreement with US or NATO

Donald Trump announced that a meeting between Vladimir Putin and Volodymyr Zelensky will be organized very soon, signaling potential movement in diplomatic efforts to end the ongoing war. Speaking to reporters during a Texas rally, Trump stated that significant progress is being made, though foreign ministries in Moscow and European capitals continue to spar over the framework for future talks.

Diplomatic Friction and the Nordic-Putin Phone Call

The diplomatic landscape shifted sharply following a ninety-minute bilateral phone call between Finnish President Alexander Stubb, Jonas Gahr Store, and Russian President Vladimir Putin. The conversation focused on themes such as the Baltic Sea and the conflict in Ukraine, prompting immediate concern and debate within the European Union.

While Stubb and Store updated Ukrainian President Volodymyr Zelensky immediately after the call, the unilateral outreach drew skepticism from other European leaders. Mette Frederiksen questioned publicly what independent result the Nordic leaders expected to achieve through the direct dialogue. Meanwhile, Sergei Lavrov dismissed the summit by stating that no genuinely new elements were brought to the negotiating table.

The maneuver also triggered a direct reaction from Rome. Government sources at Palazzo Chigi emphasized that Europe cannot afford to operate through fragmented or shifting formats, explicitly declaring the traditional E3 framework—comprising Germany, France, and the United Kingdom—to be “superato” and “morto”. Rome urged the European Union to designate a personality with a clear, shared mandate.

Moscow Pushes for Alternative Security Architecture

As preparations for potential talks in Abu Dhabi take shape, the Kremlin has reiterated demands that extend far beyond the immediate territorial dispute. Ukrainian President Volodymyr Zelensky stated in a press briefing that Moscow desires a separate agreement with NATO or the United States that would fundamentally alter European and global security infrastructure.

Zelensky noted that the Kremlin is repackaging demands similar to those presented to the Biden administration prior to the full-scale invasion of Ukraine, which included requests for NATO to roll back its military footprint in Central and Eastern Europe to pre-1997 levels. The Ukrainian leader warned that any retreat in alliance security would signal weakness, insisting that such structural decisions must remain strictly within the purview of current NATO members.

Countering these diplomatic preparations, Sergei Ryabkov lashed out against what Moscow terms the “partito della guerra” in European capitals. Ryabkov claimed that European capitals are attempting to obstruct peace efforts supported by the United States and warned that Moscow will actively oppose those resistance efforts.

The Human Cost and Field Realities

While high-level delegations debate negotiation formats and security guarantees, the conflict continues to inflict heavy civilian casualties. Recent Russian missile strikes heavily damaged a building in Kharkiv, leaving at least four people injured, including a child.

Amid the destruction, localized humanitarian efforts have found rare footing. A humanitarian truce was declared in the town of Oleshky, allowing the evacuation of residents. This specific evacuation initiative received backing from international mediators, including support linked to the Pope.

Actor / Nation Recent Diplomatic or Military Action Ststance on Negotiations
United States Announced plans for an upcoming face-to-face meeting between Putin and Zelensky. Pushing for accelerated bilateral engagement and progress.
Italy Criticized the E3 framework as defunct; called for a unified European envoy. Demands a structured, collective EU mandate rather than fragmented diplomacy.
Russia Targeted infrastructure in Kharkiv and Kiev while preparing for talks in Abu Dhabi. Demands sweeping European security architecture changes while accusing European capitals of blocking peace.

With diplomatic tracks overlapping between Washington, regional European capitals, and planned meetings in the Middle East, the fundamental question remains whether a unified international consensus can emerge before ground realities harden even further.
