An investigation criticizes the management of public hospitals after the rape of numerous corpses by an employee

A commission of inquiry this Tuesday scrutinized British hospitals, where a murderer worked who raped dozens of women’s corpses in morgues between 2005 and 2020.

David Fuller, a 69-year-old British man, was sentenced in December 2021 to life in prison for raping deceased women and for the murder of two young women in 1987. He was sentenced again in December 2022 for other rape of corpses. He sexually assaulted at least 101 dead women. The youngest of his victims was 9 years old, the oldest 100 years old.

In the two hospitals in the south of England where he worked as an electrician, David Fuller worked mainly at night. He was therefore often alone once the employees had left, having thus been able to easily access the morgues and the refrigerators where the bodies of the deceased were stored. This affair caused fear in the United Kingdom. The government launched an independent investigation two years ago to understand how the sixty-year-old could have committed such acts in public hospitals for such a long period without anyone realizing anything.

The management of public hospitals called into question

This investigation, the first conclusions of which were made public on Tuesday, accused these hospitals of “serious failings in management and governance”. The chairman of the commission of inquiry, Jonathan Michael, also criticized “a persistent lack of curiosity” in hospitals.

All these “failures” “contributed to the creation of an environment in which he (David Fuller) was able to commit offenses, for fifteen years, without ever being suspected or caught in the act”, according to the conclusions of the ‘investigation. The people who accessed the morgues were “little controlled”. The serial rapist was thus able to enter one of the morgues 444 times in one year, something which went “unnoticed”, underlines the same source.

The investigation recommended the installation of surveillance cameras in morgues and mortuary refrigerators. David Fuller was finally arrested in December 2020, after being identified by the police using his DNA as the suspect in the murder of two young women in 1987 in Tunbridge Wells (south-east of England). He had sexually assaulted and strangled them.
