She recalled that the media guidelines were a policy planning document that would be accompanied by an action plan that could be put out for public comment in the summer. She explained that media guidelines define the goals to be achieved as well as the basic principles of what the media environment should be like.

Logina emphasized that the media environment must be safe, high-quality, strong and independent.

One of the goals set in the media guidelines is to create a more Latvian media environment. She noted that creating a more Latvian media environment can be promoted in various ways, for example by applying quotas on Latvian music, promoting more advertising in Latvian and other ways.

She explained that media representatives, the Social Electronic Media Public Council (SEPLP), the National Electronic Media Council (NEPLP) and other stakeholders were consulted in creating the media guidelines.

Public consultations will be held on the Legal Acts Portal. Logina admitted that after public discussion, if reasoned objections are received, some changes may be made to the recommendations.

When developing methodological recommendations, various international events and the development of information technology were taken into account, Logina added.

In early March, it was reported that the Ministry of Culture was continuing to work on developing guidelines for the media that would define greater editorial responsibility and the ability to professionally evaluate editorial decisions or self-regulation.
