Indonesia Plans Rooftop Solar and Gas for New Housing Projects

Indonesia is planning to integrate rooftop solar power and natural gas networks into its upcoming residential developments. Ministers met in Jakarta to align energy and housing programs, targeting industrial centers and government-backed housing initiatives.

Bilateral Talks at the Ministry of Energy and Mineral Resources

Government officials met in Jakarta on Friday, October 9, 2026, to discuss a joint strategy linking housing construction with clean energy infrastructure.

According to Investor Trust, Bahlil described the meeting as ending well, productively, and successfully, praising his counterpart by stating, Pak Menteri Ara top. CNN Indonesia reported that Bahlil characterized the inter-ministerial discussions as productive. The discussion centered on embedding rooftop solar power systems and natural gas pipelines directly into housing projects designated for development. Officials indicated that designing these utilities from the ground up will support upcoming government housing targets, with Maruarar praising the concept as an extraordinary idea from the Minister that will bring major leaps forward in housing preparation through investor collaboration.

Targeting Industrial Centers and Regional Hubs

The administration is mapping out potential pilot locations near major economic zones and industrial centers across the archipelago. Among the primary areas under consideration is the Indonesia Weda Bay Industrial Park in Central Halmahera, North Maluku, cited by Bisnis as a potential large-scale worker settlement pilot.

Investment in the Weda Bay industrial project has reached US$ 20 miliar, with an additional US$ 7 miliar currently moving through active administrative processes. Investor Trust and Bisnis noted that Bahlil previously recorded these investments during his tenure as Minister of Investment, or Head of BKPM. The high volume of industrial activity and workforce expansion in the region prompted authorities to prioritize worker housing, as the heavy investment activity opens substantial employment opportunities that require well-planned worker settlements.

In addition to North Maluku, the Ministry of Housing and Settlement Areas is evaluating project sites in Tangerang regency in Banten and Bekasi regency in West Java.

Land Grants and State Investment Agency Financing

Plans for the Bekasi region include utilizing a 30-hectare land grant from Lippo located in Meikarta. Financing and construction for these regional pilot projects will follow directives from the presidency, with execution managed by the Investment Management Agency, or BPI Danantara.
