Nausėda warns Russian provocations across NATO’s eastern flank will persist

Lithuanian President Gitanas Nausėda warns that Russian provocations across NATO’s eastern flank and deeper into Europe will persist as Moscow tests the alliance’s collective resolve. Speaking in early November 2026, Nausėda dismissed the notion of near-term peace negotiations, asserting that Russia intends to use the winter months to maintain military pressure.

Europe's security environment has shifted from abstract concern to a tangible series of incidents. While many Western capitals have historically categorized Russian sabotage, cyberattacks, and border incursions as “hybrid threats,” Nausėda argued at the Berlin Security Conference on November 3 that this terminology has become a convenient euphemism. According to UATV, the Lithuanian president emphasized that much of what is currently occurring is kinetic in nature—involving physical force and strike assets—rather than mere information warfare.

Testing the Collective Red Lines

According to Nausėda in a report by POLITICO, Russia is observing how the alliance responds to hybrid attacks to test collective determination. By escalating activities—ranging from drone incursions and arson to sophisticated cyber operations—the Kremlin is gauging how individual NATO members and the alliance as a whole respond when specific boundaries are violated. These provocations are not limited to the Baltics; Nausėda explicitly noted that Germany and Denmark are also primary targets for these hostile operations.

The core of the issue for Vilnius is the consistency of the Western response. Nausėda, who has led Lithuania since 2019, maintains that the primary objective of these Russian actions is to find fractures in transatlantic unity. By keeping the pressure high, Moscow aims to determine whether NATO’s commitment to collective defense remains ironclad when faced with non-traditional, yet physically damaging, aggression.

Strategic Focus Lithuanian-German Defense Initiative

Nausėda Doubts Russia Will Negotiate in Good Faith

Despite the ongoing tension, Nausėda remains skeptical of any diplomatic overtures originating from Moscow. He stated clearly, “The Russians will only pretend to negotiate. I don’t trust them.” The president anticipates that any demands put forward by Putin will be unacceptable to Ukraine by design, intended to stall rather than resolve the conflict.

Nausėda expects Russia to continue its campaign of air strikes against Ukrainian cities to maximize humanitarian and economic pressure. However, the outlook for 2027 is viewed through a different lens. The Lithuanian president expressed conviction that Ukraine will endure the coming months, suggesting that the window for serious, substantive negotiations may only begin to open in 2027.

Strengthening the Transatlantic Foundation

To counter these threats, Lithuania is pivoting toward deeper defense integration, particularly with Germany. The ongoing development of a Rheinmetall munitions facility in Lithuania and the assembly of Leopard tanks represent a shift toward domestic industrial resilience.

As Lithuania prepares to assume the presidency of the Council of the European Union in the first half of 2027, its priorities are already set: hardening Europe’s internal security, accelerating defense capability, and maintaining long-term support for Kyiv. While transatlantic ties remain the bedrock of security, he insists that Europe must assume a greater share of the burden for its own defense to deter further aggression.
