The text targets various aspects of the war that began on February 24, whether sanctions against Russia, humanitarian assistance to the population, diplomatic efforts to create humanitarian corridors, the creation of an international criminal tribunal or support for bilateral or multilateral initiatives for a ceasefire.

Various amendments were accepted, notably from the opposition. Others were rejected, including an amendment co-signed by Les Engagés and DéFI to provide anti-aircraft defense equipment to the Ukrainian armed forces. Ukrainian deputies, heard on Wednesday, by videoconference had however expressed this request to their Belgian colleagues in order to protect the civilian populations from the bombardments of the Russian aviation.
