Russia Grants Visas to Foreigners Supporting ‘Traditional Values

Over 1,100 foreign citizens received Russian visas last year under a policy tied to “traditional family values,” according to state media reports, as Moscow intensifies its anti-liberal rhetoric amid the war in Ukraine. The figure, disclosed by Russia’s Federal Migration Service, marks the first public breakdown of data under the visa program, which was introduced in 2021 to attract individuals aligned with the government’s cultural agenda.

The program requires applicants to submit written declarations affirming adherence to “traditional values,” a term the Kremlin has linked to heterosexual marriage, religious observance, and resistance to Western “moral decay.” A 2023 internal memo obtained by Reuters outlined criteria for approval, including proof of “moral integrity” and a commitment to “preserving national identity.” Officials did not respond to requests for comment on the 2026 data.

Russian President Vladimir Putin has long framed “traditional values” as a cornerstone of national security, blaming LGBTQ+ rights and gender-neutral policies for societal instability. In a 2022 speech, he accused “external forces” of promoting “degenerate” ideologies to weaken Russia, a narrative amplified by state media. The visa initiative aligns with broader efforts to reshape public morality, including bans on “non-traditional” family structures in 13 regions and restrictions on “LGBTQ+ propaganda” in 2013.

Diplomatic reactions to the visa data remain limited. The next phase of the policy’s implementation remains uncertain. A draft bill under consideration in the State Duma proposes expanding the visa program to include “cultural ambassadors” from allied nations, according to a leaked document reviewed by The Moscow Times. The proposal, if passed, could further entrench the government’s influence over international cultural exchanges.
