Zelensky Briefs US Senators on Curbs and Starlink Limits

Ukrainian President Volodymyr Zelensky briefed a bipartisan group of U.S. senators on Oct. 19 regarding a sudden cascade of restrictive policy shifts from Washington, Axios reported. The virtual meeting organized by Senators Thom Tillis and Richard Blumenthal laid bare mounting anxieties in Kyiv as U.S. support faces friction.

The Diplomatic Fallout from the Miami Negotiations

The diplomatic crisis erupted 10 days prior following a diesel deal struck by President Donald Trump during negotiations between his envoys and Ukrainian officials in Miami. According to Axios, Trump envoys Steve Witkoff and Jared Kushner warned Ukrainian officials that the U.S. could cut off intelligence sharing and halt weapon sales if Kyiv ignored requests to stop targeting Russian oil refineries. U.S. officials subsequently denied issuing a threat, asserting instead that Witkoff and Kushner merely emphasized that the U.S. is a strong partner providing munitions and intelligence, and therefore Ukraine should not take actions that hurt American consumers.

The Kyiv Independent noted that the policy pivot marks the most difficult situation since the very beginning of this war. Trump defended the diesel deal and criticized Ukraine’s leadership during remarks on Oct. 19, telling reporters that Russia “hasn’t been doing very much” in Ukraine lately and that “Russia, frankly, has been fine on Ukraine.” Trump added that Zelensky is “not helping matters much” and suggested it might be time for someone else to negotiate on behalf of Ukraine.

Operational Strains on the Front Lines

During the briefing with lawmakers, Zelensky detailed concrete operational disruptions affecting Ukraine’s defense capabilities. Elon Musk’s Starlink and the U.S. military’s Starshield satellite systems remain partially restricted, a speed cap that continues to hamper mid-range drone strikes and the interception of fast-moving Russian jet drones. Zelensky told senators that Ukraine has received no clear explanation for the restrictions.

Richard Blumenthal

Zelensky pointed to a tangible slowdown in intelligence sharing. On three separate occasions during the preceding week, including on Sunday, Ukraine received no early warnings from the U.S. regarding incoming Russian ballistic missile attacks. Compounding these issues, Defense Secretary Pete Hegseth has reportedly not signed off on the delivery of Patriot interceptors and AIM-9x missiles for the NASAMS air-defense system, despite NATO allies having already paid for the munitions. Zelensky warned that Ukraine has almost no Patriot interceptors left from U.S. partners.

Zelensky Proposes Refinery Strike Halt for Patriot Interceptors

Amid the growing friction, Zelensky spoke with Witkoff and Kushner on Sunday, proposing a compromise in which Ukraine would halt its strikes on Russian oil refineries for 30 days. In exchange, the U.S. would supply Patriot interceptors to shield Ukrainian cities from ballistic missiles during that window. According to Ukrainian officials, Witkoff and Kushner showed no openness to the proposal.

Lawmakers offered mixed reassurances following the session. Tillis stated that Congress remains committed to standing with Ukraine and European allies to end Russian aggression and secure lasting peace, while Blumenthal asserted that bipartisan support remains clear and unequivocal. Blumenthal added that appeasement fails against a thug who understands only strength and force.

With the U.S. midterm elections approaching on Nov. 3, the trajectory of American policy remains uncertain. Zelensky indicated he will travel to Oslo, Norway, next week for potential meetings with Witkoff and Kushner on Tuesday or Wednesday, after which the U.S. envoys could continue onward to Moscow for talks with Putin.
